There were no level 4 agents when Yulai was swarming with people. The problem is its a convenient location. A dynamic congestion tax would be a better option. Go to a smaller market area, pay less tax.

To the dumb people that think forcing people like me, who dont want to group play, into low sec so your dumb gangs can gank me, is going to work are plainly wrong.
I have no intention of fighting anyone on terms that are suicidal. At the moment if I go to low sec / 0.0 to fight there is a very high probablity that I will run into a gang and:
1. Will get jammed, scrambled, killed.
2. Will get Jammed, Scrambled, Killed.
3. WILL GET JAMMED, SCRAMBLED, KILLED.
Whatever flavour you like, CCP has made the game into a gang vs gang, EW pwns everything gankfest.
Im not interested. I will stay in empire and have empire wars where I have a better chance of not getting Jammed, Scrambled and Killed.
Cus It Sucks. And I dont pay money to CCP to not have fun. Which is what you are trying to force me to do with your whining sniveling whaaaing whines about L4's and high sec.

EVE is an MMO. Not the latter. If I pay my money each month then I will play the game that way I LIKE. If you want to pay for my subscription then I might reconsider the issue.
I really dont understand why people like some of these posters in this thread CARE so much how I Play the game. Really you should Care less.
Why the **** should I go and watch TV when I have more fun playing EvE? Because you think your method of play is more fun or relevant them my own because you misconstrue the meaning of the word MMOG?.
I think your the definition of a real carebear. More interested in changing the way other people play to suit your own needs then worrying about your own playstyle.
